The regulating agency for pet food in the United States, the Association of American Feed Control Officials (AAFCO), approves its use. Negative side effects cited on the web actually pertain to rosemary oil, a toxic oil meant strictly for topical use. Rosemary extract is purified which removes any trace of rosemary oil.
